The Situation

A fire safety equipment manufacturer needed to export portable water-based fire extinguishers from Ningbo to Europe. The client self-classified the product as UN1044 (Fire Extinguishers, containing compressed or liquefied gas), Class 2.2 non-flammable gas.

Under UN1044, UN packaging certification was mandatory. The extinguisher's steel cylinder with plastic valve assembly made UN performance testing both expensive and time-consuming. The client was stuck for over a month waiting for certification.

The Analysis

Upon physical inspection, we identified that the product was a portable, hand-held water-based extinguisher — extinguishing agent: aqueous solution; propellant: nitrogen. Its construction and operating principle are functionally identical to an aerosol dispenser: contents stored in a pressurized container, discharged through a valve as a mist/spray.

Each extinguisher served as an individual inner packaging (≤ 1 L capacity). Six units per 5-ply corrugated carton. Each carton marked with the LQ diamond — no hazard labels, no UN numbers.
