Do your dangerous goods drums, boxes, IBC tanks, and the pallets, dunnage, straps and bracing timbers need to pass the EU PPWR? The answer is yes, but lightly — recyclability, recycled content and reuse obligations are all exempt for DG transport packaging. What genuinely remains is heavy-metal testing and a DoC. This article clarifies the applicability boundary, the documents to submit, which labs to use, and approximate costs.

For shippers and container packers exporting dangerous goods to the EU, the most pressing question is rarely the grand PPWR framework — it is a concrete one: do my drums, bracing timbers and pallets need PPWR testing? Which lab? What documents go to the consignee? This article answers those questions directly, with an actionable checklist and cost reference.

1. Direct Answer: Does PPWR Apply to DG Packaging & Securing Materials?

Many exporters and packers are unclear on this. The answer is definitive: yes, but far lighter than most people assume.

The PPWR defines "packaging" extremely broadly — not just drums, boxes and bags, but also pallets, straps, pallet wrappings, dunnage and bracing timbers used for stabilising and protecting goods. So the packaging and securing materials you ship to the EU for dangerous goods are, in principle, all within PPWR scope.

But here is the key exemption: the PPWR lists "packaging used for the transport of dangerous goods" in the exemption lists of the three heaviest obligations — recyclability grading (Article 6(11)(f)), recycled content (Article 7(4)(f)), and reuse targets (Article 29(4)(a)) are all exempt. Your UN-certified drums, boxes and IBC tanks do not need recyclability A/B/C grading, do not need post-consumer recycled plastic, and do not need to meet the 40%/70% reuse quotas.

The most common mistake: assuming "DG packaging is exempt" means "nothing to do". In fact — the heavy-metal limit is a hard requirement with no exemption, and the PPWR prohibits whole-package mixed testing: inks, adhesives, lamination and substrates must be split into homogeneous materials and tested separately. RoHS / REACH reports cannot substitute a PPWR heavy-metal report (different limits: PPWR 100 ppm vs RoHS 1000 ppm, and stricter enforcement).

From 12 August 2026, EU consignees have the right (and in some cases the duty) to request compliance documentation from non-EU suppliers. For DG packaging and securing materials, prepare these 4+1 documents:

About UN packaging marks: if drums/boxes/IBCs already bear a UN certification mark (e.g. 1A1/Y1.4/160/…, 31HA1/Y), that is ready evidence of "dangerous-goods transport packaging". Photograph it, file it in the exemption statement — no separate PPWR certification is needed. The genuinely new testing work is essentially just the heavy-metal four-item test.

Selection tip: for EU export with strict consignee requirements, prefer international labs (SGS/TÜV/BV/Intertek) for global recognition and smooth customs clearance; where budget matters and the consignee accepts Chinese reports, CNAS/CMA labs (CTI, PONY, GRG) are more cost-effective. Update reports within one year, and re-test after any material/supplier change (ink, adhesive, substrate).

Cost-saving tip: a typical package breaks down into 13–16 homogeneous materials (corrugated carton, printing ink, sealing tape, coated card, lamination, adhesive, pulp tray, foam, sticker, PE bag, etc.). If components share the same material, ink formula, supplier and process, they can be reasonably grouped to cut testing costs. Do not "whole-package mix test" to save money — PPWR explicitly forbids it, and mixed-test reports are not accepted by the EU.

6. Don't Forget Two Domestic Gates: Package Testing & Container Packing (CTU)

Beyond PPWR, DG packaging and packing still face two hard domestic gates that must be completed before shipment:

Timber pallets, dunnage and bracing must also comply with ISPM 15 (heat treatment + IPPC mark) in addition to PPWR, or face quarantine rejection at destination.

7. Pre-Shipment Checklist & Pitfalls

Four steps for EU-bound DG packaging:
Step 1: Confirm whether packaging is UN-certified (UN mark → three major obligations exempt);
Step 2: Test heavy metals (per homogeneous material, no mixing), obtain ISO 17025 report;
Step 3: Compile technical file, issue DoC, attach exemption basis;
Step 4: Complete GB 12463 package performance testing + packing certificate; apply IPPC to timber.

Common pitfalls: ① Assuming "DG packaging fully exempt" and skipping heavy-metal test → detained at destination; ② Substituting RoHS/REACH report for PPWR → rejected due to different limits; ③ Whole-package mixed testing → report not accepted; ④ Forgetting IPPC on timber pallets/dunnage → quarantine rejection.
